The losses incurred in Ukraine by Russia have made Dugin very bitter, understandably so since his daughter was assassinated (she was a high profile cheerleader of the invasion, though hardly a soldier). His entire life’s thesis has crashed on the rocks of real war. This war really should have lasted three days, by his calculation, and today he thought he would be toasting his successful advising of the Russian in Kiev while the government extracts concessions from the EU. This fantasy has exploded.
He used to be a simple critic of the west, sometimes with fair and incisive criticism. Today he has these crazed diatribes, where you get the idea that if he could sit on an altar to Moloch and bath in the blood of young American soldiers, he would be utterly joyous. His religiosity has completely inverted, his respect for the content of religion has completely eroded, and now he worships only the power of religion. In his view, the Orthodox Patriarchate of Russia is no longer a church and bastion that will outlive any conflict or nation, but a simple tool to be wielded in squeezing wartime political gains against the west, plaything of Russian politics that has little use outside of its political purpose. Every church that is bombed provides him relief, so his feelings of hate and contempt can be transmitted a little wider and a little further.

Worth mentioning in the 2016 cycle dugin (as well as many others) thought trump was gonna be an american Gorbachev, severing american power. Part of this is due to a misunderstanding of where America's power comes from (from their pov its NATO/post war international "alliance"), the other part is due to misunderstanding Trump's views.

Your inference makes sense if you start from the premise that Dugin is affiliated in some capacity with the Russian state, and/or carries some level of influence with the Russian state. Neither premise, however, is accurate.
Dugin's position in Russia is analogous to Alex Jones's in America. Jones does have real followers, and he does occupy a political-cultural niche that is broadly adjacent to the non-conventional right wing in his country. However, Jones' prominence and influence on the Trump admin tends to be exaggerated by American liberals who see him as the perfect boogieman to represent the right.
Dugin is the same way, with the slight wrinkle that his signal boosters aren't domestic Russian libs, but expat Russian libs who wish to paint a scary picture of the homeland they abandoned. The other wrinkle is that Dugin tends to be much more popular with non-Russian Russophiles who have never been to Russia than he is with anyone in Russia. That's not to say he has zero followers in Russia, but his viewerbase is disproportionately foreign.
All that is to say what you see really is what you get with Dugin. He is truly, earnestly, a negrolatrous third worldist. There's no realpolitik in his Russian writings that he hides from his Anglophone audience. If it looks like Dugin is catering to Western ICPers, it's because they really are his primary audience. None of us are immune to audience capture, and far more of these people listen to Dugin than anyone inside Russia.
