Those territories were never properly part of a German state. Germans settled there and became an elite, but they mostly served the Russian empire, which is who ruled the territory for many years. I don't see the similarity between Albanians and Baltics.
I think Turkey had much more influence over Albania than Germany had over the Baltics. They were under the Ottomans for much longer than the Baltics are associated with Germany.
Now see I would sort of disagree in some aspects, while it’s true the Livonian order was conquered, the duchy of Courland existed for much longer as a rump state. Outside of the duchy the Baltic nobility wasn’t made destitute, they still continued to rule. While I won’t disagree that Turkish influence on Albania was more than German influence on the Baltics, I think it’s close enough that a comparison can be made.

I think you may be right but Baltic history is more obscure and perhaps outside of Scott’s typical purview.
